Governance and Staff of SHEDF:

General committee of 27 members who bring many years of experience in different development sector governs SHEDF. An elected executive committee of 09 member’s guidance policy and program decision through the regular board meeting. The executive committee meets annually and EC quarterly. An experienced and professional staff team headed by the executive director is responsible materializing policy decisions and palling implementing and managing SHEDF programs and activities.

The SHEDF is responsible for overall management of the programs.  All project activities will be implemented under the supervision of Executive Director. The total project team will be responsible to the Executive Director and he is responsible for implement of the project and will submit report to Executive Body and Donor agency. Project Manager will submit report to Executive Director of all projects. The project staffs will develop all monitoring and reporting formats and reports which will be prepared based on pre designed format and in accordance with the guideline of the Donor agencies. Reports will be shared with the project staff, Donor agencies and project participants. The following table shows the present staff position of the organization:

Program Management:

All programs are implemented according to the monthly, quarterly, half yearly and yearly activity plan. Inter departmental coordination is managed through the following procedures:

  • The respected Program Director, Project Manager, Coordinator, Monitoring Officer, Trainer, Accounts Officer & Area Coordinator supervise and monitor the on going programs. The Director (Program) often visits the project area physically to view the progress.
  • A monthly coordination meeting is generally arranged at the end of every month with all staff for reviewing the status of last meeting minutes & progress of the previous month activities. Meeting is presided by the Director
  • All the weakness, problems, & short come are discussed and identified. If needed, new decisions are made to achieve the target successfully & smoothly.

Decision making bodies:

The Executive Committee of Sejuti Health and Education development Foundation (SHEDF), responsible for making policy decision and strategic management consist of 09 members directly elected by the 27 general members. The Executive committee is the supreme decision making organ of the organization. Executive director is the secretary of this executive committee. The EC members sit monthly to formulate, finalize and observe implementation of the policy by the staff team. All staffs implement their own activity incorporation with the Executive Director of this organization.

Gender equity & Human right:

SHEDF is a gender sensitive organization. SHEDF believes that no nation can develop without the development of women. So, the organization is working to empower women through alternative programs. SHEDF provides training in group meeting on gender issues and provides legal assistance free of cost.

Experience of SHEDF in Project and Program Implementation:

SHEDF is experienced development organization. Since its inception in 2006, SHEDF is implementing a large number of development programs like Institution Building, Capacity Building, Mother & Child health Care & Nutrition, Micro Finance, Family planning, Environment and climate change, Sanitation and Pure drinking water, Plantation for ecological balance, Fish-culture, AIDS & STDs awareness Program, NFPE, Education, Child & Women rights, IGA activities, Training etc. with financial and technical support of local and other donors. It has experienced development staffs that are trained on these activities.

Financial Operating System of SHEDF:

SHEDF is capable and has financial ability to implement the programs. Fund receiving from different sources for the organization’s purpose is accumulated in the Bank Account. If we need to withdraw money from Bank then transaction is dealt with joint signatures. Yearly Budget of the organization is approved and adopted in the General Meeting for every financial year.

Financial Management of SHEDF:

To control all financial activities, the Executive Committee provides a Financial, Procurement & Management Policy. According to the Financial & Procurement policy the finance / accounts department must ensure that:

  • All inflows and outflows of cash or resources are documented properly.
  • Pre-printed, receipts and payment vouchers are used;
  • All the supporting documents, invoices and receipts are marked by PAID stamp.
  • Monthly bank account reconciliation are performed, and any discrepancies found are investigated;
  • When payments are made with cash rather than a Cheque, petty cash vouchers and receipts must be obtained;
  • Deposits of cash from sales or fees are made frequently;
  • All grant payments must be approved in writing by the Director;
  • All purchases must be approved before an order is placed. Executive Director or his/ her designated person is responsible for approving all purchases.
  • All accounting registers, journals, and ledgers are kept up-to-date.
  • All financial reports are prepared and submitted in time.
  • Procedures for the use of petty cash are properly followed.
  • All expenses other than petty cash are paid by Cheque.
  • Financial activities are separated in such a way that one person alone can never registers, reviews, and authorizes any complete transaction.
  • Procedures for authorizing purchase are followed.
  • Security measures are taken properly to protect the assets, books, and registers from tampering or theft.
  • The bank statement is reconciled monthly.
  • Financial administration staffs are involved in the program planning and the financial planning process.

Monitoring and Reporting Capacity:

Monitoring:

SHEDF has a strong monitoring and evolution team. SHEDF takes care of the vision, mission and core values. This development program is continually being monitored and evaluated to determine its progress and effectiveness as well as to show where changes might be necessary. It is carried out in a participatory process with the participants.

Reporting:

SHEDF maintains reporting system strictly. The field staffs submit their reports on their activities to the Area / Project in Charge. And the respective officer will compile that regularly and submit it to high authority Monthly, Quarterly, Half-Yearly and Annually
